Blogspot was previously blocked, such as when I was there in May 2006, b ut not when I returned in Oct. 2006, and not today (tomorrow may be different). True about host not content being the factor to consider, but although we are using Wordpress software, we are hosting the MU ourselves, so from just the URL there is no way they would know about the software. Apparently, because our URL has the word "blog" in it, they are blocking it as a precaution. Well yes, and no.
